The VTTD has given Taxi Industry Training Victoria (TITV), the wholly owned training subsidiary of the VTA sole approval to deliver the Course in Taxicare–Taxi Operator in the State of Victoria. The Course has been customized to reflect current operational standards and regulatory responsibilities in Victoria.

The Course provides new taxi-cab operators with the knowledge, skills and business planning to manage their day-to-day operations in an effective manner.

The Course consists of five units, which with the assessments and projects, must be completed satisfactorily, in order to receive the qualification.

The five units, including key learning criteria are:

Unit 1 Taxi Operator Function
Unit 2 Taxi Vehicle and Equipment
Unit 3 Taxi Business Management
Unit 4 Manage Taxi Drivers
Unit 5 Develop and Promote Business

The total nominal duration of the Course is 45 hours and includes training package, resource kit, course visuals, model agreements and forms, roadworthiness assurance program, catering and more.

As of 1 February 2003, all new Metropolitan Taxi Zone taxi-cab operators needed to undertake and satisfactorily complete the Course in Taxicare – Taxi Operator prior to licence assignment or transfer approval.
