IT IS IMPORTANT TO NOTE THAT THIS REGULATION IS NO LONGER LEGALLY VALID AS THE NEW ROAD RULES REQUIRE THAT ALL PASSENGERS WITHIN A VEHICLE BE RESTRAINED. THERE ARE EXCEPTIONS FOR CHILDREN UNDER ONE YEAR OF AGE. 

 The VTA believe that the VTD are in the process of amending the regulations to reflect this change, but in the meantime please be aware that the 3 for 2 rule/practice is no longer legal or legitimate.
