2011 Taxi Inquiry Submissions

The first official background paper for the inquiry titled 'Setting the Scene' was released on 12 May 2011 for public interest and comment.

This publication outlines the terms of reference set out by the Government for the inquiry.

"Setting the Scene" VTA Response

The VTA have been interested in the concept of shared taxi rides and has noted the interest shown by the Inquiry team and the submissions they have received.

 The VTA strongly advocate the more efficient use of taxi is in certain circumstances.  The attached document, the VTA Contracted Services Pack, has been supplied to the Inquiry.

The Contracted Services Pack is designed to help industry people use taxis more effectively, lift occupancy rates and better service their communities.

The VTA are pleased to present a study that we had commissioned on the New York City (NYC) taxi service. The study looks at key aspects of the NYC taxi cab industry, including the regulatory structure that governs it, the licensing system and the impact of increased driver earnings on customer satisfaction.

In conjunction with outlining the key structural components of the industry, the report also delves into what drives and motivates the different stakeholders that constitute the NY taxi industry. On top of this, it outlines what the author sees as the key components of an "ideal" taxi system.

The VTA is of the view that a "One Size Fits All" policy in regards to the taxi industry is outdated and needs review.

Insurance premiums for taxi owners have increased by up to 100% over the last five years, read the VTA's submission to the inquiry.

The VTA would also like to see an extension to the existing MPTP program.

MPTP and Other Fare Concessions

In December 2011, the VTA provided a submission to the Taxi Industry Inquiry addressing the role of Network Service Providers (NSP) and how they can help ensure taxi users receive an even better taxi service.

An important part of this submission is the idea that responsibility for service standards needs to be handed back to the industry. NSP's have a pivotal role to play in this regard. The submission also discusses the issue of passenger and driver safety. As is discussed, passenger and  driver safety are critical components in the delivery of a first rate taxi service.
